When people think personal vehicles, it seems motorcycles are left out. Is it because you MUST obtain a driver's license first, before obtaining a motorcycle endorsement?
If motorcycling was categorized in a different path, by the state, not intrinsically tied to a driving license, but a RIDING LICENSE, which could be independent of a driving license, you'd see more riders, which could free up parking space, road traffic, etc.
