"because of the way they are funded they could offer interesting and different programming" BBC 4 (television channel not BBC Radio 4) I would class that as quality programming.
Why do all websites have to bese themselves on commercial (ie "business") models for funding? Aren't there other options? Like goverment funding, patronage?
