Is there any reason why you've not mentioned an acoustic coupler? One of our Professors spend some time on his Yacht in the med and pulled his e-mail down via payphones and a coupler. I've no idea what sort of speed you'll get but it might be a lot easer than trying to sort out which of the local mobile companies you want to connect to and I'm fairly sure you'll get better than 9600.
Actually the reason Londo has a "middle European" accent is that Peter Jurassic had got annoyed at a critic who had complained that an accent he had done in something else was incorrect. The critic could hardly could hardly make the same complaint about his Centauri accent.
The live action was all filmed in widescreen but in order to save costs the SFX are rendered in normal tv format, redoing everything properly for widescreen will involve rerendering all the sfx. If you want more info on this a search on the rast or umtsb5 groups will cover just about everything.
