It is stated on the ESRI GIS for Elections website: ArcGIS desktop was used to display up-to-the-minute results while ArcGIS Engine supported the generation of hundreds of maps each hour on election night. That first link also has a view map animation link that shows a bunch of the other maps created and used during the TV coverage.
