SPAM email is one thing, but blocking all IP traffic just because you can is neither moral nor likely to be legal.
FYI this is the way the RBL originally functioned (BGP feed to routers, which function by blocking all traffic, not just email). It was only later that they added the ability to do lookups against the list, which enabled only email blocks.
