Ending the H1B program to solve this problem would be a very stupid thing to do. The H1B program is there for a lot more than hiring tech workers, so it would be a terrible first step! We are not going to solve a culture issue by changing immigration laws.
Much better to look at the issue of why so many companies do not appreciate experience, and why people who are older expect to get paid more, just because they are older.
