As someone who has worked in Canada's northernmost communities of Resolute Bay and Grise Fiord, Nunavut, I can tell you that line of sight DSL woould be impossible because the high arctic is NOT flat.. there are many hills and mountains that would black the signal.. as well, there are no existing cell towers up there (prolly for the same reason as above), so satellite would be only option.. I know that the two communities mentioned above have one way satellite internet, availible mainly in the schools and hotels. Many communities have existing dial-up connections, but they have very slow connections (14.4). Check my webpage if you want to see what some arctic communities actually look like...
