My implication was that Korean corporate culture (which the OP also implied, but could have phrased better) likely had little influence on the quality of the code in Tizen OS because it was mainly written by Indians living in India.
Regardless of what your coveted 2nd grade geography textbook says about them being all in the same category, Asian culture != South Korean culture != Indian culture.
