You are terribly confused: multi-threading and pre-emptive multitasking aren't the same thing. Linux has had pre-emptive multitasking from the beginning - Linus wrote it to take advantage of the i386 hardware that had just come out.
You do realize that it's probably done with American money and assistance right? Ever heard of the War on Drugs?
I guess it's the internet age equivalent to 14th century Occam's Razor: "Entities should not be multiplied beyond necessity".
