I agree with the spirit of your post that law like all forms of comunication are ment to be interpreted. although strictly speaking blacks and women were given rights by amendment in reality the amendment was a clarification of the meaning of the constitution to explicitly acknowlage the growing awareness of them as individuals by us lawmakers.
