My comment is on the criminalization of the IP Masqerading. I have read over this twice and I cannot see where it would make this illegal. All it says is that you cannot falsify the mail routing information. If you want access to the internet through a masqueraded network, you still need a valid external IP address. Anything fraudulent would be traced to that valid IP address.
