A better reading of this (for Americans) might be: you have to live in Germany, Switzerland, or Austria, not some other place in Europe. Interesting that no one else read it this way... This is pretty clear from the rules: Wer kann teilnehmen? Jeder über 18 Jahre mit Wohnsitz in Deutschland, Österreich oder Schweiz.
