Itâ(TM)s been the rule (not the exception) that new Android devices that ship in Q4 feature the prior OS release, since Android has had a tendency to ship their new releases in late Q3 or early Q4, giving vendors little into no time to test and certify with it before shipping a new device in the same time period.
