Legislatures want those lobbying dollars to flow in before the court makes the decision for them. Once the liability gets pinned on car manufacturers, good luck pinning it back on the occupants.

Then the government can send you emergency alerts already and last I checked, almost everyone is obsessed with keeping their cell phone always on. A giant visual cue from a TV has benefits to people that may not otherwise hear a cell phone emergency alert.
