eh? you could write a non-compliant driver for anything anyway and until it gets blacklisted you could install it on any xp system and all you'd get is a little popup saying that this driver could cause instability.
drivers are signed/blocked individually, not as a whole for a particular hardware device.

don't forget they block software too. for instance, ms are so worried about 3rd party software and hardware that they actually block partition magic 6.0 on the grounds that it is incompatible with xp and would fuck my hard drive up if i ran it. what the fuck do they think they're doing?
