In order for the detachment of a cooperating wireless network from the commercial wireline network you are implying the wireless network must support packet routing from cell to cell. That is, you would have to be willing to pass and route packets from the guy next door to a node closer to it's destination.
Seems like the real problem is controlling abuse.
