Most seem so convinced that Palpatine and Sidious are the same.
Yet, what if Senator Palpatine is not Sidious afterall, and, after the death of Maul in PM, is recruited as the apprentice to Master Sidious?
He then dissolves the Senate, declares himself emperor, reveals himself as a full-on Sith, and, after the death of Sidious (do these guys die?) begins recruitment of another apprentice (Vader).
It was Yoda who said that line about there always being two, no more, no less - and right now there is only one (Sidious), until young Ani grows up and becomes Vader.
I suppose this wouldn't really explain all of the evil smirks that Senator Palpatine gives throughout PM, though, unless Senator Palpatine was a Jedi who never got his chance and has cultivated some latent dark side elements.
But who knows, this could just be another obvious attempt at plot-twist.
