In spite of what you all may have read, building a functioning nuke isn't so easy. Building one requires more than millions of dollars and know-how. Construction a working atomic/h-bomb requires a massive infrastructure. Tom Clancy is fiction, arguably science fiction.
Nuclear weapons by nature decay. They decay their surroundings - specifically the working of themselves. They are heavy & relatively easy to detect. In the next 10 years a mushroom cloud may rise over America (lord save us all) but biological attacks are a much more threatening presence...
