I just became a DJ at my local college station, KWTR (Whittier College - Whittier, CA). They basically told me to play whatever the hell I wanted to, however I wanted to, just as long as cussing was covered up (or, if it's cussing that isn't really audible, just don't get caught). The only thing they told us to avoid was dead air.
So I personally announce every song I play, because the goal of my show is to educate people on bands (popularity is irrelevant - it could be at the top of the charts or never heard by someone at any record label).
