In my view, success hinges on one thing: the management of expectation. User's expectations of the system and vice versa, management's expectations of programmers and vice versa, users' expectation of IT and vice versa. If communications of these expectations are clear, honest, and consistent, one's chances of success are improved by quite a bit.
