Its pretty simple: if its not your time/equipment, its not your data and it is owned by your employer for and they have a right to monitor/record/restrict it all.
Is it going to magically sync all your different data together so you can access it all the time?
Mine does. But then again, i run my own services at home, and do a regular sync to an off-site data store for backups, that i also own. ( in another state, just in case )
None are reliant on a 'free' storage provider like megaupload or some other such unpredictable system.
To me all 3 qualify. At the very least if you are going to narrowly define it, at the least the iPad is.. iPhone should be. iPod, depends on which one. A classic is an embedded computer, a touch, well, its a computer too...
Perhaps they don't care either and want to have some sort of online 'cloud' mail offering too. Donno what they might call it, how does "hotmail", or "Outlook web access" sound for names?
Kidding aside, they don't really care about competing mail systems, never really have.. They want to make using them 'less optimal' so you move toward their offerings instead, such as exchange.
I think a page saying you have a security problem on your PC and to please call us would make customers happy.. "they care about us" I know they don't really, but it would make many feel that way.

On my apple ( which no longer has a sim card ) turning on flight mode only disabled the cell radio, and wifi still runs.
Turning off may not be enough. Pulling the battery, would be. Or a 'Faraday' bag in your car to drop it in

While a nice goal, its not a good definition of a computer if you ask me.
A ECM is considered a computer by nearly everyone. But its not 'open' in the slighted. ( or the billions of other embedded computers.. )
Mainframes are considered computers, and if you just a user, you get no choice. What about a network switch? Yup, its a computer too.

The big deal is they are keeping infected computers online.
These should have been cut off day one, with a message 'call your isp' and allow NO other traffic to protect the users data.

Not always. Some states do worry about technical merit.
On top of streetlights perhaps? Hard to get up there without getting caught and will increase range being higher off the ground..
Lights already have power, and many have some sort of network connection for monitoring...
