I'm confused by this sentence. What is she trying to say? The Medical Industry doesn't give the billing programmers any requirements so they do whatever they want? And if the software industry has decided what info patients should receive then they don't really need stakeholder input, they are doing it.
How is it the "information security director of the Multi-State Lottery Association" is allowed to play the lottery?
