I am not sure exactly what kind of energy management system you are developing but you had better take a long hard look at reliability.
Another thing to consider is how you are going to plug it into the local hydro grids system which is probably using fairly standard protocols.
Finally, from what I have seen, an energy management system is going to be doing alot of number crunching.
For these reasons alone I would forget the cross platform development and go with *nix right off the bat. Whoever came up with the NT idea in the first place?
