I am a bit worried.
As far as I am aware, Tiscali Spain uses extensively KPNQwest. They use their own network, but KPNQwest carries much of the load. Wanadoo Spain also uses KPN, though their OpenTransit networks appears to be much more solid than Tiscali's one. They seem more prepared to me.
Anyway, at 7pm we will know if the european internet survives or not.;)
The Canadian Government should meet some requirements for admittance (respect of human rights, abolishment of death penalty, etc...), but basically if you manage your government to ask the European Parliament, I think it could be arranged quite fast.;-D
