For apache 1.3.x I found mod_shapvh that lets you pull vhosts from mysql. The rest of them all have native support. I also use libpam-mysql and libnss-mysql for having users owning files when they don't have accounts/etc/passwd.

Try http://www.opencores.org/ they have many open source hardware projects that you could program an FPGA with.
PAM allows you to set some limits. I have never used it for that but some support seems to be there.
