Simply use PAM_LDAP (http://www.padl.com/pam_ldap.html) to ensure that all existing Linux commands are automagically LDAP compliant (eg. useradd, etc).
Actually, I have used LDAP a lot and even patched qmail to use LDAP for user lookups. And I don't agree with you that there are not enough LDAP tools around.
