After reading some of the comments here, I think it should be made clear that the DNA database ALREADY exists, right now there are rules on its use, I think its state only, and you have to have a 100% match (or the theoretical "perfect" DNA match)
Effectively what they want to do now is open the search criteria up, search the entire country and for 98% matches, its not directly looking for cousins or brothers, they just want to find leads to criminals.
Its seems to me like the media spin would rather use the word relative vs. 98% match, which is most likely a relative but.. the idea is less loaded.
(this kinda reminds me with what I have to do with google, I'm a developer and 99.9% of my searches are python,php,bash,perl,linux etc.. well.. I wanted tips on rolling hash and.. all I got were MD5 algorithms, log out and search again opens your criteria up.)
They shouldn't have to use active "jamming" jamming creates a large amount of EM noise. They'd more likely use a Faraday cage - there is paint that does this, now if you are VERY close to the prison, as in right next to it, and the cell tower is on the other side, then there is a chance you'll get no service, most likely slightly diminished service. But prisons keep their distance from the populace. And you'd really have to be standing next to the wall to have issues with it.
Find out what they intend to use to block cell phones, and then cry out if they are over spending with active jammers. It's quite likely that some bureaucrat saw a jammer in a magazine and though oh-my-god-this-will-keep-my-voters and just went with it, finding someone to install it, a person to support it and never really researching the possibilities.
Even Active can be localize to prevent bleed over, directional antennas, with low output jamming, and use multiple units, and it would likely not be a nuisance to the public.
I've always made the observation that a colony ship serves no real purpose - as far as getting to the destination is concerned. By the time the so called "colony ship" gets to the destination planet, we will have probably increased our inter-solar travel techniques to the point that a future generation will actually beat them to the planet! So they leave and it takes them 3000 years to get to this new planet, but yet in 1500 years we figure out how to get there in 1/4 of the time..
But perhaps the benefit is in learning new environmental techniques, but not in the "hey-we'll-get-there-eventually" idiom.

First I whole heartedly agree with you, that companies exist to make a product, I have considered starting a compnay for my own software development ideas. I wasn't thinking "hell maybe I'll get rich" although the thought isn't that far from my mind.
Second, there are companies that provide a service, that in my most humble opinion are bending thier customers over like its some kinda of prison party!
My biggest peve would be Cell phone companies. 10c per SMS message WTF is that all about! calculated that the minimum voice bandwidth is probably 8kbps for compressed audio that sounds like crap, which equates to 1024 bytes PER second, and they charge (last I checked my bill) 35-45c/min. when you go over. thats 60sec*1024k=65536 which is 0.703125 per 1024 bytes. SMS limits you to 160 (I think) chars - to me it sounds like you should be able to send 409 messages per 45c or 0.11c per SMS message - and besides that SMS is an easy thing to implement on the network PLUS a message does NOT have to be sent immediately (in computer terms) you can wait a few ms or seconds even, so that the network is not busy and shove your message on the line (effectively using the network when its not busy)
anyway to keep to post closer to the topic, all they did was report thier income as 1$, sold some stocks and filed for capital gains tax - skipping the payroll taxes, squeaking themselves out a few extra percent in the end, everyone else is just mad cause they don't have enough stock to sell and do the same with! - come on you're telling me you wouldn't do the same to get a few extra bucks - PLEASE!...
Its been said before, but I feel it must be repeated, the actions of the MPAA , and RIAA are jus the death throws of a bug being squashed, albeit slowly. After reading statistics about the number of users growing every year sounds like geometric growth, not linear. even if it was linear, and not geometric how do they intend to keep up with lawsuits, that would mean that they would have to put out ever increasing amounts of lawsuits every year, eventually the govn't will just get tired of them and pass a law that makes it illegal to file more than 1000 lawsuits in a year, or whatever. Anyone ever wonder how much it must cost taxpayers for these lawsuits to go through court? - I'd like to see the numbers
I'm not a newbie. I've been around the linux scene for a while, no I'm not a seasoned veteran. I do have my set of 'battle scars'. But what infuriates me more than anything is when I get into an IRC channel and ask a smart question, is that everyone treats you like your dumb. I'm sorry I'm currently running 2.4.20 kernel with (hacked version of..) linux ABI running SCO binaries and preemptive patch, I also upped my HZ in "param.h" to 1000 for that added kick.
I currently have a server in my bedroom running custom software that controlls my bedroom lights, my stereo and my main PC... from anywhere in the world. It's also setup with a video capture card and streams my satellite to the rest of the computers on the network! Yet they make fun of me like I'm stupid? This is incredibly infuriating.. (I'm not gloating here I'm validating my position)
Then when I get a complicated question, or a I have a set of Ideas that have no question and when I have exhausted all of my resources, I finally break down to go to IRC, and hardly ever get much from there.
I will give you the information that I have used in the past that helps me out.
if you need to change a.conf file, and need to know settings.
"man xxxx.conf" - Some people don't know that man pages contain that information, I didn't at one point and it doens't mean I'm dumb.
"Google groups" - Searching for your.conf file on google groups is very helpful! Also, goto the homepage of the software you are configuring and read the FAQ. I know this is the usual RTFM.. but my problem in the past is I would RTFM if I knew what FM to read...
If you are looking for some new software try search strings in google groups that might come across some software.. like I'm looking for some voicemail software for linux...
"Linux answering machine." "Voice modem daemon" "Fax daemon"... etc.
I have found several packages and haven't decided on any yet:P.. but at least i have got some options now.
Just remember the information is out there, how do you think the pundants got it. And no matter how you word your question, people on IRC will be mean. Always make sure that you have the right channel too, #linuxhelp,#linuxnewbies is better on most servers than just plain #linux. I have gotten answers. you could watch a DVD on the big screen, and the news on the little screen and if it comes up with something you like, swap applications DVD plays on little screen while the TV is moved to the big.. hmm.

I think I was the first to call hibits, on his cell phone. He picked up on the second ring. I can't remember what I said, but he made out like it was all a hiccup to be settled in a week or so. (maybe it was his plan to leave the country in a week and it would be a hiccup to him)
so I was scammed only the truth is I didn't get scammed for as much.. they gave me the deal of 1500$ to start the class and 1500$ outta your paychecks...
think about that the truth is I was paying them for my first few weeks of work!
oh well. life goes on. I'm working at a software company convincing them of all the golden uses of Linux. I even setup thier firewall:)

.conf file on google groups is very helpful! Also, goto the homepage of the software you are configuring and read the FAQ. I know this is the usual RTFM .. but my problem in the past is I would RTFM if I knew what FM to read...
