As one of the developers of Forge, I can assure you it is not vaporware. If you don't believe me, go to: http://www.xilinx.com/ise/advanced/forge.htm and download a copy. Our "vaporware" runs on both Windows and Solaris:-)
As far as making bad chips, again I invite you to try it out before you make such blanket statements. "Those who say it can't be done should stay out of the way of those who are doing it!" (or something like that...)
