Why not try Borland Delphi? It meets all your requirements except Multiple Inheritance (can be emulated) and real platform portability (but so does C# and VB.Net). Atleast now you can develop Windows/Linux solutions using Delphi/Kylix.
When it comes to good IDE's and easy GUI development Delphi is right on, you'll never look back.
