It just requires some infrastructure which is not yet complete and revolves rather heavily around a number of variables which are currently in a state of flux.
Lanplace owns - I help run a lanparty called The HUB there monthly (I really should update that site...) and it's impossible to determine which games are onsite and which are hosted at various local ISPs, based purely on ping - it's that sweet:)
