You obviously dont understand the capital markets. Google could clearly put a couple hundress million to use on better product development.
The only reason why they would go public would to raise capital - they are selling equity for cash. Selling at the market price is way for Google to maximize its revenue and not necessarily benefit its underwriter with cheaper than market shares for distribution.
