why not look at one and pick up a few ideas
wrt ventilation and heat sink configurations.
also, i believe that the p3 celeron should suit your needs. for one, it's.13 micron and hence cooler, and it won't come with the heating issues
that plaguee the p4 like slowing down all the time... oh wait a moment... that's your plan...
