I'm afraid you are out of date both these things are possible with DB2 UDB.
I would also like to make the point that to me Free is not about $0. It's about not being locked into one vendor's product. That's why Richard Stallman started EFF in the first place. So support for standards is more important than price.
It think databases highlight this. As long as I can get at my data and there are no roadblocks put in the way of changing to another vendor then I don't see a problem in making a choice based on function/price.
