    GPRS is simply an extension of GSM. Upgrading the network is mostly a matter of upgrading the software in the base stations. As for competition of GPRS packets with phone calls, this can be done dynamically based on the current demand for traffic. When I was testing GPRS s i-mode is not tied to a specific bearer technology, as long as it is packet-based. i-mode can be implemented on top of GPRS (Europe, US) as well as PDC-P (Japan). So a combination of i-mode and GPRS is useful.

    What you are describing in the last paragraph sound more like the FOMA service based on 3G. i-mode can and does work on top of that as well.
