The computer nerds are probably copying just as much, its just that the nerds with computers are a smaller ratio of the user population every day.
That, and with the popularity of open-source, free (as in speech, dontcha know) OSs and software in that time period... more and more of the people who would have warez'd software in '91 are likely using the alternatives in '01.
