Actually, "bullet time" was invented by a french company that was aiming for interactive tv for sports broadcasts. The idea is that hundreds of cameras would be positioned around a stadium so that the tv viewser could control the angle that was seen onscreen.
The Matrix simply used this technology to it's fullest artistic effect.

I went to art school at R.I.S.D. If they had this sort of policy there, I would have had to spend four years with my eyes shut. Not to mention my mind closed.
