Though I highly respect Mr. Cerf for his past achievement in the history of the Internet, he misses one point.
The Internet will only be accepted by the masses if its use is as secure and stable as e.g. the phone network or electricity coming from your wall outlet. We know how to use those utilities, we know about the dangers, and there are strict regulations to make them safe.
In the Internet, this can only be achieved by dramatic steps to improve software quality.
