How about putting half the amount up as a new X prize for a commercial venture to get up there and service it? A few million got Burt Rutan's ship into space, surely 500 million to a billion dollars would get a commercial, reusable system. It seems that everyone just assumes that even though Nasa is way more expensive than it needs to be that they should still get the job.
