Windmills dont shut down if it is too windy. The windmill blades have Three separate pitch cylinders that constantly adjust the amount that the blades cut into the wind for complete control of the RPMs. There are also back-up brake systems if a single system was to fail.

I dont think its possbile to slow down the baud rate in the middle of a fax. The baud rate is determined by the handshake in the beginning as far as I know.
Then again, I could be wrong.
