If we keep cats in a mostly water environment for thousands of years, they don't decide that it would be more convenient to be a beaver and start evolving towards it. Natural selection states that from within the variation found within the population, the individuals best suited for survival will survive, thus causing a genetic shift over time. But not towards some goal.
