It probably is more popular than linux wonks would like to admit, but it is in fact less popular than windows people grok. I think you point right to the heart of the issue, it is platform agnostic which makes it valuable software.
This is simply not the case. I have found very little software on any platform that has more or better documentation than the Free Software Foundation's software If you read Perldoc or use info to find out about Linux commands you will find it user friendly and informative.
I am not familiar with PHP's information but don't use the same brush for gnu's software.
