The linked article complety ignores different countires and different currencys.. why should i pay more for my slashdot pages than people in the states ??
The problem with doing this under linux/x is that modern video cards can't as default run at the low refresh rate arcade monitors need 15.7khz and need there registers reprogramming to do this, so far there are only utilites for DOS to do this, I was told that X doesnt do this (on one of the X mailing lists). I got it to sort of work by switching the video card into TV output mode (even though it didnt have any TV out ports) in windows and restarting into linux.
VCD's are cheaper than DVD title / Hardware, VCD quality is easily as good as VHS (with a decent player), you get better quality sound, they dont get worse quality with age, you can play them at work in your P200 laptop (and with star wars trilogy just out on vcd, works a lot more fun), there are plenty of tools to burn VCD's from MPEG (even from MPEG2's), There zoneless, they look nice and swpping to CD2 halfway through the film gives you a great chance to get another beer without missing anything.
