The SMC wireless router lets you do MAC filtering as well. The problem is that you can change the MAC address of many of the cards on the market to impersonate any of the other users:-(
I think that Wakko Warner (user #3870313) is right: you need to talk
with an expert (better with more, as you'll discover that each expert
has its own idea on the best approach). But the ideas expressed here
are a good start for your conversation with the guy(s).
I think that a good idea would be to get fiber (not T1, not cable, as
fiber is cheaper) to all small towns and do wireless mesh networks in
the towns. This will probably be your best bang for the buck.
Boingo already started something similar quite a while ago.
It's not clear from the story if they will
be partners with Boingo or competitors.
Any ideas, anybody?
