VoiceStream Wireless had a nation-wide GSM network in the US. When T-Mobile, a German based GSM provider, purchased VoiceStream Wireless and Powertel, they became a Global GSM provider. AT&T is also building out a GSM network. Japan, Europe, Israel, and even Kuwait has a GSM network - in total, something like 40 or 50 countries uses GSM.
My point is, GSM is the defacto world-wide standard, and it is in the interest of Iraq to use GSM so that interoperability with the international community is more easily achieved.
