Using OGG to Stream/Simulcast Radio?

I'm the Program Director of WNUR, a college station in Chicago. I'm one of the few staff members with computer know how. We currently stream in Real and WMA, but I'd like to convince everyone at the station that OGG is the way to go (not just because of good sound quality, I want the station to support OSS).
I'm just worried that there's no real "mainstream" app out there for encoding/stream OGG. Sure, there's ICECAST, but that's obviously has a long way to go. I don't have a problem downloading and compiling the ICECAST server, but no one else will know how to support it with out me (especially after I graduate).
So, is there anything else in the works? It's a shame that more good radio stations aren't streaming in OGG...
