I wonder how much of the weapons the US sells abroad ends up in the hands of terrorists? How about the weapons our so called allies sell?
That's what should be stopped.

It's more like punishing someone who knowingly allows terrorists to operate within their country as long as the terrorists' targets are others.
I would add:
4. Pay Russia for manned space flights until we have a new reliable launch vehicle. We still have a space station. I wouldn't want to abandon it.
I'm all for unmanned space probes and manned missions for that matter. However, I'd rather they use the 500m developing a propulsion system that will get the unmanned proble out there a lot quicker than 12 years. In the meantime, there is still lot of exploration to do much closer to earth.
