Even if it is being developed for multiple consoles it is all part of Microsoft's vision. They want to force gaming off of the PC and into console markets. They want to force a lot of things off of the PC. If there is a specialized device for all sorts of applications that's a lot more devices that need operating systems. And there will be Microsoft with an embedded solution for all of them.
Look at all the titles being moved from the PC to consoles. Grand Theft Auto franchise will now be console only. Halo was originally a PC game. Then they made it Xbox only. Or at the very least Xbox first. Serious Sam will have a better looking counterpart on the Xbox. ID is even developing for the Xbox now. How soon do you think it will be until all the major franchise games are on consoles?
It really does make good business sense though. Console games sell much better then most PC games and you need to provide the same level of support. Also, in the console market the big players (Sony, Nintendo, and Microsoft) are less willing to endorse innovative "risky" games and game ideas. So where do they go for new ideas? The computer market where everyone and anyone has a game out. The PC gaming community is usually always innovative so there is little "risk".
I just hope I'm wrong about some of this.

It will be proved that the Apollo landing really did happen. 5 seconds later it will all be destoyed by a huge yellow vogon ship to make way for a new hyperspace bypass:p
