As someone who had some experience in the nuclear field, I can tell you that if there is plutonium orbiting the earth, it's much better out there than under your house (and even wrapping yourself in Aluminium Foil won't stop those slow moving neutrons)...
Plutonium rain is hardly a real issue here. Consider dispersion from an explosion - the majority would go to the larger surface area, which would be... space. Picture a contact lens. Tada, you have the stratosphere.
But then suddenly this pops up because India got something into space cheaper?
Does that mean Americans use higher grade plutonium?:o
In truth, I'll bet you find more intelligent use of solar electric powering - and these arrays double as sails...
