Surely it would be safer to ban the hormones until proven safe, than risk people's health. This makes more sense than allowing a possibly use of dangerous hormones, and then banning them when found to be harmful. When people's health or lives are at stake a 'guilty until proven innocent' situation sounds much more preferable than deaths or injuries.
