Sounds like lots of propagation delay, especially with throughput of 300 baud. Interesting options for OpenBSD's pf and pfctl.conf that could help:
high-latency A high-latency environment (such as a satellite connection)
satellite Alias for high-latency
Otherwise, interactive terminals (such as ssh and telnet) would be almost unusable.
